This section originally outlined the day-to-day activities associated with all aspects of bringing Phase One of the Johnsonville navCenter COMMONS to go LIVE on April 6, 2009 and the first three months of activities thereafter to the completion of Phase II work. The calendar day count was and is presented in reverse chronological order to Day Zero, April 6, 2009 and color coded to show critical dates and types of work in the time line.

 
The Project was designed to be accomplished in three Phases: Phase I, Opening and First Use; Phase II Scaling the Enterprise; Phase III Developing to ultimate build out.
 
This schedule is still focused on Phases One and Two and the startup period of Phase Three. Given the February 3 decision, the phases are redefined as: Phase I is design, Contract Documents, demolition and the beginning of full construction by the April 6 date. Phase II is construction to move in. Phase III is minimal exterior improvements, long range site development and planning for a future addition. The schedule aims for substantial completion by mid June yet Phase II and may overlap Phase III by about a half a month to facilitate proper commissioning and move in.

This schedule was first based on the INTENT to have the facility in operation by the Second Quarter of 2009. This intent determined the phasing of the project as well as the design-build method. The decision was made, February 3, 2009, to build the project through Phase II as described by Preliminary Layouts and Notes. The necessary design and engineering work to complete Phase II requires that actual construction begin on April 6, the original move in date of a partial completion. In actuality, the completion of Phase II has remained about what it was in the original schedule. This takes into account the weather required for the substantial rebuilding involved and the scope of Phase II work.

The Design/Build Method outlined here is called FasTracking - a process I developed in the 1960s. The entire project - or Phase - is taken through Preliminary Design accomplished with careful estimating and contractor-supplier consulting. Design Development proceeds based on this collaboration. Work Orders are issued for discreet Work Packages and work begins as they are released. Therefore, design, engineering and
 
 
building is concurrent. This process, in technical fields, is referred to as Concurrent Engineering. Usually, this is done without a general contractor. Each specific work is individually bundled including its engineering and supervision supported by drawings and Performance Specifications. Typically, cost plus 10 contracts are awarded in work packages, with guaranteed cost and time limits.

Notes:
Developing the new building concepts took three times the one week I originally thought was adequate. In addition, I was out sick for nearly a week thereby an anticipated week becoming a month. My first intention was to develop two or three schematic level designs and have the MGT Team provide a standard unit-cost breakdown. I rarely do this as I consider it dubious practice yet I was concerned about the schedule. Getting into it, I slowly realized that this would tell us little and not provide a solid basis for a good decision between redoing the exiting house, or building a new building, or which concept to build if we did that. Therefore I developed one of the
 
 
concepts to a full Preliminary level assuming that the variations would scale, costs and TTB, by relative size. This level of work on the new building means that, if the concept is chosen, most of the time loss will actually be recovered as we are already into engineering on the basic “platform” and structural, material, building method grammar we created for this challenge. So, we are still OK if this design is selected or if we return to the house concept. Besides the design considerations normal to a navCenter, the driving factor in this exploration is how to employ standard industrial methods to achieve a quality work of architecture.
